This is the flag of the League of Nations in Geneva,Switzerland that existed from 1920-1940.
The League Of Nations was known for it's failures concerning the Japanese invasion of Manchuria in 1931 and the Italian invasion of Ethiopia in 1935. The League of Nations became irrelevant when Japan,Germany and Italy left the League. The effectiveness of the League was hugely reduced because they had no military force backing up their rulings which were ignored by Japan,Italy and Germany.
