This sign is an ideogram from India. The Hindu god Vishnu is a symbol for the whole of universe. In pictorial representations of incarnate Vishnu the god holds this sign in one of his four hands (the upper right one).
Structures like this sign are also common in the West, as can be seen in for instance the owners mark  from a ranch in Spain breeding bulls for bullfighting.
