This ideogram is probably a sun cross meaning the sun, sunlight, warmth, or solar energy. It is about 4,000 years old and was found at excavations of the ancient city of Troy in present day Turkey.
If one removes the cross we are left with  , a common sign in Japan for sunlight and stars.
