According to a German source this is an old sign for camphor. Camphor was originally produced by distilling shavings from a kind of laurel in East Asia. We know the substance best as Tiger Balm in small, beautifully painted, round metal boxes.
The substance was formerly used as a cure for fevers and nervous disorders, and also for mental diseases, because in big doses it caused violent convulsive fits. Such fits were considered a cure for schizofrenic persons since it was noticed that epileptic persons seldom or never were affected by those diseases.
The sign  is a synonym.
