This is a common structure on Assyrian columns and wall reliefs. It shows the sun wheel in the crescent of the moon. The sun wheel is a forerunner of the cross in Western ideography as a sign for divine power.
Linguistically and geographically the Assyrians and the Babylonians are to be compared to the Americans and the British, as Assyria started as a Babylonian colony and later became the dominating empire with its hey-day in the centuries around 1000 B.C.
