The sign  is common in geologic, logic and mathematic sign systems. It is made up of  for directed movement as its basic structure, crossed by a line meaning stopped or cancelled.
With the arrow pointing upward it can be a variant of sign for Sagittarius. With this position it is also used as a symbol by some fascist groups. See for instance  in Group 22.
